Official Community Plan (OCP) Residential Update
Background:
The Official Community Plan (OCP) is a District bylaw that defines policies for land use and development. An OCP takes a long-range view to ensure that the long-term needs of the community are met. It defines policies for land use and growth management for the long term benefit of the community. The current OCP is available online here.In line with Provincial housing legislation, the District was required to update a Housing Needs Report (HNR) following provincial regulations to better understand the current and anticipated housing needs in the community. Following the updated HNR, updates to the Official Community Plan (OCP) are required to incorporate the number of housing units identified into local planning documents.
The District completed the Housing Needs Report in December 2024. Council approved a work plan at the January 8, 2025, Regular Council meeting and draft amendments and additional information were presented at the March 19, 2025, Committee of the Whole meeting.
Community Engagement:
There were multiple opportunities for members of the public to provide feedback on the OCP updates. Staff hosted public open houses, notices in the Community Update, information on the website, and notices in the newspaper.Community engagement sessions took place on:
- Tuesday, July 22 | 12:00–4:00 PM at Costin Hall
- Thursday, July 24 | 4:00–8:00 PM in the Council Chambers (upstairs at the Municipal Hall)
Draft amendments were reviewed at the Sept. 10th 2025 Committee of the Whole meeting. Committee of the Whole Meeting.
Final Report and Approved Bylaw:
The Council report on the OCP updates was presented at the October 8th 2025 regular Council meeting and the required public hearing was conducted at the November 12th 2025 regular Council meeting. The newly updated OCP was adopted at the November 26th 2025 regular Council meeting.District Contact:
