Council members may attend meetings in person, or electronically (currently in person only) (except for the Mayor) for a hybrid meeting (per the Community Charter and the Council Procedure Bylaw). For in person and hybrid meetings the Council Chamber will be open for the public to attend. You can provide verbal public input on agenda items for each Council meeting event in person, or written comments by noon the day of the meeting. Prior to attending at Municipal Hall, please self-assess to ensure you are healthy and do not attend if you are ill. Members of the public must remain seated unless invited to address Council. Meetings recorded by the District of Lantzville may be viewed on demand at lantzville.ca
Regular meetings are held at 6:00 pm in the Municipal Hall, Council Chamber, 2nd Floor, 7192 Lantzville Road, unless Council resolves otherwise. Meetings are open to the public and everyone is encouraged to attend lantzville.ca and click on the Council Meeting Live Stream button found on the left hand side of the page or by going to the calendar event, clicking view details, and clicking the Please Click Here link provided to watch Council meetings live streaming or view video recordings on Vimeo. When required, Council may pass a motion to close the meeting to the public to consider matters authorized by provincial law for discussion at a closed meeting.
PUBLIC INPUT and PUBLIC CLARIFICATION
Due to limited seating and to provide alternatives to support openness, transparency and accessibility, the District is piloting new Public Input and Public Clarification options for Council agenda items 8. Public Input Period and 15. Public Clarification which allows you to provide your input in the following ways:
HOW CAN I PARTICIPATE IN A COUNCIL MEETING or PUBLIC HEARING?
Public Input:
Drop Box at Municipal Hall: Written submissions can be dropped into the drop box through the window next to the main entrance of Municipal Hall at 7192 Lantzville Road and must be received by 12:00 noon on the Council meeting or Public Hearing day.
By Mail: Written submission by mail to 7192 Lantzville Road, PO Box 100, Lantzville, BC, VOR 2H0 must be received by 12:00 noon on the Council meeting or Public Hearing day.
By Email: Email submissions to district@lantzville.ca must be received by 12:00 noon on the Council meeting or Public Hearing day.
All written submissions must include your name, address, the Council agenda item number / name, and your comments. For a Public Hearing, your written submission must state whether you are ‘in favour’ or ‘opposed’ to the application. All submissions will be scanned and shared with Council by email, uploaded to the District Event in the calendar on the District’s website for the Council meeting or Public Hearing day and will form part of the public record. IMPORTANT NOTICE: Public input regarding personnel matters, legal action, nominated political candidates, applications for grants in aid or public hearing topics (except during the official public hearing) will not be included or will be severed.
Zoom is an online resource enabling you to participate via your computer (direct link) or by downloading the Zoom App from the Google Play or Apple App Store for your smartphone or tablet.
By Zoom Webinar (when staffing permits): To sign up to speak during the Public Input period on agenda items, or to comment at a Public Hearing you will first need to register by following the link provided in the specific Council meeting / Public Hearing calendar event. This step is to help the District ensure that participants are representing themselves truthfully and accurately online. Once your registration is complete, you will receive a confirmation email that contains the link to join the meeting for which you are registered. Pursuant to Council Procedure Bylaw No. 141, 2020, you may only provide comments regarding items listed on the Council agenda (excluding public hearings which are a separate item on an agenda and for which the presiding member will determine amount of time each speaker may speak). The presiding member (Mayor) may provide additional direction at the start of a meeting respecting Public Input for that Council meeting; stating your name and address for the record; and that you may speak once for up to two minutes. IMPORTANT NOTICE: In order to fulfill the obligations of Council and to ensure a safe and secure meeting space, no comments, questions, or other interruptions of the Council proceedings will be permitted. Disruptive participants will be removed from the electronic meeting at the discretion of the presiding member.

Public Clarification:
Pursuant to Council Procedure Bylaw No. 141, 2020 CONSOLIDATED to Bylaw No. 348, 2023, you would be limited to asking clarification questions regarding business discussed by Council at that meeting (excluding public hearings which are a separate item on an agenda and for which the presiding member will determine amount of time each speaker may speak); stating your name and address for the record; and may speak once for up to two minutes.
