Rezoning Applications

A rezoning application is required to change the use of land outlined in the Zoning Bylaw or Official Community Plan. Rezoning applications must be reviewed by Council and will not be approved unless they are adopted by bylaw following the required municipal processes.

Please review the Bylaw 150 - District of Lantzville Official Community Plan Bylaw No. 150, 2019 and Bylaw 180 - District of Lantzville Zoning Bylaw No. 180, 2020 Consolidated (as at August 21, 2024) to Amendment No. 369, 2024 for information about land use requirements. Zoning Bylaw Amendment: $3,000.00
Official Community Plan Amendment: $3,000.00
Combined Amendment: $5,000.00

Application Process

STEP 1 – Make a Pre-Consultation Request on Cloudpermit

Register an account on Cloudpermit and submit your request. Staff will confirm application requirements specific to your property. Generally, the following documentation is required for your application:

  • Summary and Rationale for rezoning
  • Site Plan
  • Servicing Report
  • Environmental Report (If located in DPA 5 or DPA 6)
  • Geotechnical Report (If located in DPA 1, DPA 2, DPA 3, or DPA 4)
  • Traffic Impact Assessment (Large scale developments)
STEP 2 – Submit your Application on Cloudpermit

Staff will confirm that the required application materials have been provided and are compliant with District bylaws. Staff will contact the applicant if there are any deficiencies.

STEP 3 - Referrals

The application will be referred to internal departments and external agencies for review and comment. The referral period is typically 1-2 months. Staff will send a letter to the rezoning applicant regarding any questions, issues, or concerns that arise during the referral period. It is the applicant’s responsibility to correct any deficiencies and provide any additional information requested.

STEP 4 – Council Review & Public Hearing

Once the application is complete and meets District standards, staff will develop a Council report for first and second reading of the Zoning Bylaw amendment (and the Official Community Plan amendment, if applicable). If the bylaw receives first and second reading, a public hearing will be scheduled to provide residents the opportunity to comment on the proposed bylaws. Property owners within 60 metres of the subject property(ies) will be mailed a public hearing notice. The public hearing will be advertised in accordance with the requirements of the Local Government Act.

After a public hearing, the application will go to Council for third reading, and if approved, Council will vote to adopt the bylaw(s) at the following Council meeting.

STEP 5 - Approval

If the Zoning Bylaw amendment (and OCP amendment, if applicable) is adopted by Council, the applicant will be notified, and the zoning will be updated in Lantzville’s Official Community Plan, Zoning Bylaw, and relevant maps.
